Unlocked phones are a point of contention for many carriers, but it seems like AT&T is loosening their grip, albeit slightly, on the iPhone 4S. On Sunday, the company began unlocking iPhones for qualifying customers that can be used with other GSM carriers in the United States or overseas.
There are some stipulations to this agreement, hence the “qualifying customers.” The iPhone must not be associated with a current active term commitment; the customer must be in good standing (no overdue bills) and contract terms must already be fulfilled or the user could face an early termination fee. Apple already sells unlocked iPhones for $649.99, but if you start out with an AT&T iPhone, you could get away with having an unlocked phone for just $199, and a two year commitment to AT&T.
