Who ya gonna call when there's an emergency? "911," of course! It has saved untold lives, but, thanks to the vagaries of mobile telecommunications and the vileness or pranksters, dialing 911 doesn't always get the job done.

We've all seen people who text while driving and do everything except pay attention to the road. Sounds like we need a law, right? California banned hand-held cell phonery while driving back in 2008, but it doesn't seem to have helped.
