Expert Proposes License to Smoke: Smoking kills about half of the people who take it up. And by the end of the century, it's expected that a billion people will have died from tobacco-related diseases. Now, a health expert has proposed a plan that he thinks will curb deaths. Professor Simon Chapman from the University of Sydney in Australia writes this week's PLOS Medicine that smokers should apply and pay for a mandatory smoking license. The application would involve answering a series of questions related to smoking. The license would be issued in the form of a smartcard that would be shown when buying cigarettes. Chapman also thinks that the government should limit how many cigarettes a smoker can buy. Such a law could discourage teenagers from picking up the habit. But opponents think that such a law would stigmatize and alienate smokers. Plus, it would shift the focus away from the tobacco industry. via Daily Mail
